Reworked town growth model.
Following population threshold applies:
<25: town will regrow itself
<250 - normal town growth
<2500 - growth depend on passenger and mail traffic
<5000 - growth depend on passenger and mail trafic if mail and passenger goals are fulfilled
<10000 - growth depend on traffic and consumer goods delivery
above 10000 - growth depend on taffic, consumer goods and industry resources delivery.

Economy mood parameter depend on industry and town served ratio and modified is by flow of time.
Industry will be built in case of good mood or if number of served industries is above threshold.

Well served town will generate additional passenger subsidies.

Bugfix: Zero person towns didn't grow at all if the required town transport percentage is > 0. They will now grow to 10 people without transport services.
