This version of Total Town Replacement Set 3 was inspired on the idea of pre1930 patch. Some buildings had their population reduced to make more sense, while the water tower holds one lonely person. Starting in 1700 gives a town diverse enough to start, but some buildings appear as early as the middle ages.
